PARKERSBURG — A man charged with 37 counts of destruction of property from an October break-in at Hino Motors was one of 71 people indicted this week by the Wood County Grand Jury.

Logan Paul Vessecchia, 23, 81 Lambert Ave., Fairmont, was indicted on 37 counts of destruction of property and one count of breaking and entering.

Parkersburg Police responded Oct. 6 to the Hino facility after an employee found a gate with a cut lock and the selective catalytic reduction exhaust removed from multiple trucks. Company officials said the devices each weigh about 200 pounds and are worth $4,128.

Later that morning, a Doddridge County Sheriff's deputy stopped Vessecchia, whose truck was pulling a trailer with multiple converters in it.

Also indicted were:

* Erickk D. Austin, 27, 21802 Moross Road, Grosse Point, Mich., on three counts of delivery of a controlled substance from September 2020.

* Holly Michelle Barnum, 43, 4812 Cameron Ave., Parkersburg, on charges of child neglect creating a substantial risk of death, possession of a controlled substance with intent to deliver and maintaining a vehicle for using, keeping or selling a controlled substances from February.

* Steven James Belisky, 35, 104 King Ave., Marietta, on charges of second-offense possession of a controlled substance with intent to deliver and conspiracy to commit possession of a controlled substance with intent to deliver and maintaining a vehicle for using and/or selling controlled substances from June. Co-defendant Justin Andrew Bailey, 35, 808 Quincy St., Parkersburg, was indicted on charges of second-offense possession of a controlled substance with intent to deliver and second-offense conspiracy to commit possession of a controlled substance with intent to deliver.

* David Kyle Blassingame, 12066 Pleasant Home Ridge Road, Belleville, on a charge of grand larceny from April 2017.

* Jody Buskirk, 53, in custody at the North Central Regional Jail, on four counts of second-offense delivery of a controlled substance, two counts of second-offense possession of a controlled substance with intent to deliver, five counts of being a person prohibited from possessing a firearm and one count each of maintaining a dwelling for keeping controlled substances, obstructing an officer and battery of a government official from October.

* Duane Scott Byrd, 40, North Central Regional Jail, on two counts of first-degree sexual assault; three counts of sexual abuse by a parent, guardian, custodian or person of trust; two counts of first-degree attempted sexual assault; and one count of incest from April 2019 to June 2020.

* Cassie Jo Cassidy, 30, 2813 Soyer St., Parkersburg, on 12 counts of forgery and 12 counts of uttering from January through February.

* Craig Vincent Ciulla, 41, 51 Meadowbrook Acres, Parkersburg, on charges of attempted burglary and destruction of property from June.

* Andrew Tyler Cooper, 26, 139 West Apple Blossom Way, Elizabeth, on charges of driving in an impaired state causing injury and aggravated driving in an impaired state from April 2021.

* William E. Crothers, 43, 1616 Pearcy Ave., Parkersburg, on charges of destruction of property and conspiracy to commit a felony from June. Co-defendant Jason Wayne Allman, in custody of the Orient Correctional Center in Orient, Ohio, was also indicted on charges of destruction of property and conspiracy to commit a felony.

* Brandon Kendall Crump, 38, Parkersburg, on four counts of wanton endangerment involving a firearm, three counts of assault on a law enforcement officer and one count of domestic battery from July.

* Emmett Lee Cyrus, 34, in custody of the Huttonsville Correction Center, on charges of first-degree arson, destruction of property and burglary from August.

* Dava Diane Darling, 33, 365 Holly Drive, Elizabeth, on two counts of delivery of a controlled substance from October 2021 to January, one count of conspiracy to commit delivery of a controlled substance from October 2021 and three counts of possession of a controlled substance with intent to deliver and one count of maintaining a dwelling for keeping of controlled substances from January. Co-defendant Christopher Stephens, 40, 78 Nuthatch Ave., Parkersburg, was indicted on charges of delivery of a controlled substance and conspiracy to commit delivery of a controlled substance from October 2021.

* Cody Jack Davis, 30, 1001 12th Ave., Vienna, on six counts of delivery of a controlled substance from February to June.

* William Joseph Dawson, 39, North Central Regional Jail, on six counts of second-offense possession of a controlled substance with intent to deliver and one count each of fleeing from a police officer, grand larceny and conspiracy to commit a felony from August and September.

* Daniel Judd Dobson, 32, 1000 Kemper St., Parkersburg, on charges of burglary and petit larceny from August.

* Derrick Allan Drain, 37, 4418 17th Ave., Parkersburg, on two counts each of second-degree sexual assault and sexual abuse by a parent, guardian or custodian from July.

* Phillip W. Duely, 47, North Central Regional Jail, on a charge of failure to provide notice of registration changes from August.

* Ralph Edward Elmore, 28, North Central Regional Jail, on a charge of grand larceny from June.

* William Paul Fluharty, 29, North Central Regional Jail, charges of fleeing from an officer in a vehicle with reckless indifference and third-offense driving while license revoked from June and second-offense shoplifting, less than $500, from November.

* Justin Wayne Fore, 42, North Central Regional Jail, on charges of false pretenses, counterfeiting and worthless check from July.

* Ryan Lawson Fox, 22, 479 Mockingbird Lane, Washington, W.Va., on charges of fleeing from an officer in a vehicle with reckless indifference; fleeing from an officer in a vehicle while under the influence of alcohol, controlled substances or drugs; fleeing from an officer in a vehicle causing property damage; and duties upon striking fixtures, all from July.

* Matthew P. George, 41, 2526 21st Ave., Apt. 10, Parkersburg, on a charge of malicious assault from August.

* Billy Ray Gibson Jr., 41, 1130 24th St., Parkersburg, on a charge of child neglect creating a substantial risk of death or serious bodily injury from September.

* Joshua S. Gibson, 38, 49 Phoenix St., Parkersburg, on a charge of destruction of property from September.

* Raymond Floyd Goodwin Sr., aka Bud Goodwin, 50, 970 Dixon Ridge Road, Lowell, on three counts of fraudulent use of an access device from October.

* Alison E. Green, 32, 609 Elder St., Parkersburg, on two counts of fraudulent use of an access device and one count of conspiracy to commit a felony from March. Co-defendant Charles Dylan Wilby, 31, was indicted on one count each of fraudulent use of an access device and conspiracy to commit a felony from March.

* Jerrell Edward Harrison, 21, 13635 Vogel Ave., Columbus, on two counts each of possession of a controlled substance with intent to deliver and transportation of a controlled substance into the state and one count each of transporting a controlled substance onto the grounds of a jail and maintaining a vehicle for using, keeping or selling of controlled substances from October.

* Cameron Wesley Haslam, 29, St. Marys Correctional Center, on three counts of second-offense possession of a controlled substance with intent to deliver and one count of possession of a stolen vehicle from June.

* Michael Scott Hatch, 29, 1000 Kemper St., Parkersburg, on two counts of third-offense driving while license revoked for DUI from September.

* Autumn Paige Haynes, 29, 929 Market St., Parkersburg, on a charge of child neglect causing substantial risk of death or serious bodily injury from June.

* Jacob Matthew Helmick-Williams, 26, Salem Correctional Center, on three counts of possession of a controlled substance with intent to deliver, two counts of persons prohibited from possessing a firearm and one count of burglary, all from July.

* James Ryan Hodges, 32, Parkersburg, on charges of malicious assault and domestic battery from October.

* Scott Andrew Judy, 40, 74 Seneca Lane, Parkersburg, on two counts of first-degree sexual abuse and one count each of second-degree sexual assault and sexual abuse by a parent, guardian, custodian or person in position of trust from incidents alleged to have occurred between September and November 2021.

* Alan Dalebuzz Kieffer, 49, 1618 Covert St., Parkersburg, on three counts of distribution and exhibition of material depicting minors engaged in sexually explicit conduct from February.

* Robert Lawrence Krastman, 24, 400 11th St., Apt. 207, Parkersburg, on charges of third-degree sexual assault, soliciting a minor via computer and traveling to engage the minor in prohibited sexual activity and contributing to the delinquency of a minor from April.

* William Albert Liebau II, 40, in custody at McDowell County Corrections, on charges of persons prohibited from possessing a firearm, persons prohibited from possessing a concealed firearm and obstructing an officer from July.

* Elvis Presley Logston, 44, 409 1/2 16th St., Parkersburg, on a charge of second-offense possession of a controlled substance with intent to deliver from February.

* Elizabeth Ann Loscar, 40, Parkersburg, on charges of second-offense battery of a law enforcement officer, third-offense domestic battery, obstructing an officer and disorderly conduct from October.

* Jonathan David Lowden, 20, 1008 30th St., Parkersburg, on a charge of destruction of property from April.

* Stephen Skylar McCutcheon, 26, 1134 Turkey Foot Road, Mineral Wells, on charges of grand larceny, fleeing from a police officer, breaking and entering of an automobile and obstructing an officer from September.

* Tina Louise McElfresh, 40, 178 Bentley Road, Walker, on a charge of possession of a controlled substance with intent to deliver from July.

* Kaitlyn Jean McMullen, 24, North Central Regional Jail, on one count of escape from August.

* Jhordy Bisahi Melendez, 25, 147 Jordyn Lane, Mineral Wells, on charges of malicious assault of a law enforcement officer, assault on a law enforcement officer and obstructing an officer from August.

* Casey Blair Middleton, 42, North Central Regional Jail, on a first-degree arson charge from October.

* Alexis Dawn Montgomery, 32, 154 Berry Patch Lane, Washington, W.Va., on charges of third-offense shoplifting from July and transporting a controlled substance onto the grounds of a jail, second-offense driving while license suspended or revoked, no proof of insurance and possession of a controlled substance from August.

* Thomas Lee Naylor II, 41, 500 13th St., Parkersburg, on six counts of first-degree sexual assault; 10 counts of incest; 10 counts of sexual abuse by a parent, guardian or custodian; and four counts of second-degree sexual assault from May 2015 to May 2020.

* Deshawn D. Nelson, 23, 323 Cheyenne Way, Reynoldsburg, Ohio, on charges of third-offense shoplifting from January 2021 and failure to appear from March 2021.

* Vicki Petterson, 47, North Central Regional Jail, on four counts of cruelty to animals in June.

* Kyle Andrew Riser, 26, 819 Agnes St., Parkersburg, on three counts of child neglect creating a substantial risk of death or bodily injury from September. Co-defendant Alexandria Lynn Riser, 24, 819 Agnes St., Parkersburg, was also indicted on three counts of child neglect creating a substantial risk of death or bodily injury.

* Crystal Mae Runyon, 42, North Central Regional Jail, on charges of fleeing from an officer in a vehicle with reckless indifference and shoplifting, less than $500, from August.

* John Vincent Rutledge, 60, 12187 Harris Highway, Belleville, on charges of possession of a controlled substance with intent to deliver and driving while under the influence from May.

* Brian Michael Sams, 45, 1520 17th St., Parkersburg, on two counts of fraudulent use of an access device from July.

* Kenneth Ray Sasser Jr., 37, North Central Regional Jail, on charges of second-degree arson and destruction of property from September.

* Shawn Michael Starcher, 34, 824 37th St., Vienna, on three counts of possession of a controlled substance with intent to deliver from February 2022.

* Shaun Wesley Sturm, 38, 418 Avery St., Apt. 200, Parkersburg, on charges of attempted malicious assault and brandishing a deadly weapon from June.

* Tristen Ray Sutton, 26, North Central Regional Jail, on two counts of second-offense possession of a controlled substance with intent to deliver and one count each of obstructing an officer and maintaining a vehicle for using, keeping or selling of controlled substances from October.

* Robert Burl Vance, 58, 94 Meadowbrook Acres, Parkersburg, on two counts of first-degree sexual abuse from July.

* James Michael Vandergrift, 39, North Central Regional Jail, on two counts each of assault of a law enforcement officer and battery of a law enforcement officer and one count each of possession of a stolen vehicle and obstructing an officer from October.

* Tiffany Ann Wilkes, 37, 1811 20th St., Parkersburg, on charges of possession of a stolen vehicle and three counts of possession of a controlled substance with the intent to deliver from June.

* Timothy C. Williams, 53, 3905 Second Ave., Apt. A, Vienna, on two counts of wanton endangerment involving a firearm from August.

* Corey Ray Wilson, 31, 300 Forest Hills Drive, Parkersburg, on a charge of distribution and exhibition of material depicting minors engaged in sexually explicit conduct from May.

* Rachel Nicole Wilson, 32, 503 34th St., Vienna, on three counts of third-offense shoplifting from July to August.

* Stephanie Larraine Wright, 38, 800 15th Ave., Vienna, on charges of possession of a controlled subject with intent to deliver, conspiracy to commit possession of a controlled subject with intent to deliver and maintaining a dwelling for keeping controlled substances from March 2021.

Indictments are merely accusations and the defendants are presumed innocent until and unless proven guilty, according to paperwork from the court.
